Privatization
of Federal Jobs
Position: The Office of Management and
Budget’s (OMB) privatization effort is not about making federal
services more efficient; rather, it is designed to replace
hundreds of thousands of federal employees with contractors. OMB
is still forcing agencies to use privatization quotas, the A-76
process remains extremely pro-contractor, and OMB justifies its
unprecedented wholesale privatization effort with
unsubstantiated savings claims. We encourage Congress to adopt
rules that will level the playing field for all federal workers
in A-76 competitions, and where appropriate, eliminate
competitive sourcing altogether.

To all Corps employees:
On 2 June 2004, the U.S. Army Corps of Engineers plans to
announce and begin the public-private competition of
approximately 1,300 Information Management/Information
Technology positions around the organization.
Every member of the U.S. Army Corps of Engineers is a
well-trained, competent and dedicated professional, and I have
full confidence in the ability of each of you to perform any
mission. This competition is not a reflection on you or your
performance. It is a necessity we face as an organization, and
it is an opportunity for us to prove that while we are good, we
can always improve. We must look at everything we do and find
ways to build a better, more cost effective organization.
This announcement will begin an 18-month process to determine
who can best perform our IM/IT functions - USACE employees or
private sector. The most important point of this note is to
impress upon each of you that no decision has been made on the
outcome, beyond the decision to compete these functions. We will
make every effort to guarantee that this competition is fair,
transparent, and impartial.
We are committed to keeping you informed about what is going on,
and are developing a number of tools to help in this effort. Our
intent throughout this competition is to provide information
through the chain of command beginning with town hall meetings
in early June. If you have any questions or concerns as we
progress, share them with your supervisors, commanders or the
person with whom I am working very closely - Ray Navidi, the
Competitive Sourcing Program Manager for USACE.

New Protest Rights
In the March 21 Federal Register, GAO issued proposed rules
to implement another recent change in policy involving
contracting. This proposal gives federal employees the same
right to protest contracting decisions there that contractors
already have. The rules state that an "interested party"
eligible to file a protest on behalf of the in-house side will
include "any one individual designated as the representative of
the majority of affected federal employees"
