Think tank calls competitive sourcing a winning tool for taxpayers

An annual report from a libertarian think tank highlights competitive sourcing as a way for the government to save taxpayers money, despite recent legislative attacks that have slowed the effort.

The report, released on Thursday by the Reason Foundation in Los Angeles, concluded that based on data from the Office of Management and Budget, "taxpayers are the real winners in public-private competitions." The report cited OMB figures indicating that competitive sourcing efforts during the past five years will save taxpayers $7.2 billion.

"Taxpayers save $25,000 for every job that is put up for competition because, even when the government keeps the job, it significantly improves efficiency and reduces costs," the report stated.

Mileage Rate Increases

Effective August 1, the mileage reimbursement rate for federal employees using their personal vehicles for official business rose from 50.5 cents per mile to 58.5 cents per mile. That GSA action follows a rise in the rate the IRS uses for certain tax deduction purposes. Rates for motorcycles also increased to the same amount. The rate for using a privately owned airplane rose to $1.26 per mile.

Michael Hager, President Bush's next choice to head the Office of Personnel Management, may serve only briefly in the job, but his long experience in human resources management is a plus among some diverse constituencies -- including union leaders, nonprofit organizations and lawmakers from both sides of the aisle.

Leaders of federal employee unions seemed cautiously optimistic about Hager's appointment, though some questioned Bush's timing of the nomination.

Union concerned that passport jobs could be contracted out

A federal employee union has asked the State Department to declare the jobs of 1,400 passport workers inherently governmental and therefore outside the reach of contractors.

The request from the National Federation of Federal Employees, which represents workers in State's passport services division, was prompted by the publication of the department's 2007 Federal Activities Inventory Reform Act report.

NFFE Local 1998 President Colin Walle said the department left the acceptance and verification duty of passport agents off its inventory, which categorizes job responsibilities as inherently governmental -- meaning only a federal employee can perform them -- or commercial in nature.

Unions question TSA plan to extend whistleblower rights

The announcement that the Transportation Security Administration and the Merit Systems Protection Board are rolling out a new system to allow TSA employees to appeal whistleblower reprisal decisions met with mixed reactions from the two unions who represent those employees and have advocated for enhanced whistleblower rights.

Don't want NSPS? Join a Union

I have never been a member of a Federal employee union. On the contrary, I sat across the negotiating table from unions when I worked in what’s now called human resource management. Armed with such dubious credentials, I have some advice for union organizers and their national leaders: Pour every resource you have into enlisting new members in Department of Defense (DoD) facilities… now!
